I don't think powder coated steel is really an acceptable finish for a bumper whether the bumper is phosphatized or shot blasted. Metal bumpers should be galvannealed steel, and then phosphatized and powder coated. But if the phosphatization and powder coating were done right, they certainly wouldn't rust in a few days.
